Not all but those who failed to return to Malaysia once they finished their studies in whatever freaking majors they took. But wait...this program has been going on since the 80s and i believe there are still many out there on the loose....whatever their reasons..
I am one of PSD's scholar and i returned to Malaysia once my ordeal in usa was over. The intention is to uphold the bond or contract that i have signed with the govt of malaysia. I have gone through two interview with the govt depts and no job is offered, that is fine i guess. Right now I am working in malaysia, even though the pay is not as good as those who are working abroad and in the process, breached their contract with PSD, i feel good as I am paying my tax, and in turn could provide the mean and assistance for those from the lower income family to have an opportunity to study at a foreign land.
To cite the lack of suitable jobs and facilities is a really lame excuse. The govt can buy a lot of high tech equipments but without the brains to operate it, that would be a waste.
